Yes, the BIOS has support for PXE boot. In fact, it is enabled by default; if no bootable image is detected on any local storage, the PXE boot engine is automatically invoked.
Yes, your boot image will need to contain Ethernet drivers. With the KY NUC, support for Windows Server 2012 R2 is provided; drivers are downloadable here: Downloads for Intel® NUC Kit NUC6i7KYK. If these are compatible with Windows Server 2016, you can use them.
