Yes, your boot image will need to contain Ethernet drivers. With the KY NUC, support for Windows Server 2012 R2 is provided; drivers are downloadable here: Downloads for Intel® NUC Kit NUC6i7KYK. If these are compatible with Windows Server 2016, you can use them.
