Intel Smart Connect keeps reinstalling itself - any way to permanently uninstall it?

I've been having freezing/hanging problems with my laptop which I think I've narrowed down to Intel Smart Connect, which driver verifier also picked up as isctd64.sys. Seeing as intel doesn't support Smart Connect for Windows 10 anymore, I decided the best course of action was probably to uninstall it. However, despite repeatedly uninstalling it in device manager, uninstalling the software in Programs & Features, blocking the update using the Windows "show/hide updates"  diagcab and blocking updates in the "advanced system settings" section of the Control Panel, Intel Smart Connect constantly reappears in device manager and is picked up again and again by driver verifier. Is there any way to permanently uninstall Intel Smart Connect so it doesn't automatically reinstall itself? thanks in advance.
