When you power on, what does the power LED do?
I answered that in the above post. The power comes on, blue light comes on and stays on, nothing else happens. no flashing, just solid light

I hope you give us the opportunity to make this right. I really apologize for all this trouble.
It seems to be a NUC BIOS issue but please try the following steps that might help on this matter.
Verify that the HDMI display is powered on.
Verify that the TV is set to the appropriate Input mode – specifically HDMI. Some TV’s have multiple HDMI connections, so make sure you are using the correct one that corresponds to the port the cable is connected to.
Check all connections to make sure there are no loose cables.
Unplug the HDMI cable and plug it in again.
Does the NUC beep three times without memory? You may need to connect headphones. If you get beep tones, this means the processor and board are communicating each other.
Ensure that your USB stick is formatted to FAT32
while i understand your need to cover all the bases, these suggestions are all extremely basic. Yes, the display is turned on and set to the correct input. No there are no loose cables. I've tried multiple cables. There is no beeping with or without headphones. If i remove the memory, i get three beeps and the light flashes, if i put it back in, no beeps and the light stays solid.
i've tried with both FAT32 and NTFS formats
I finally got it working. The BIOS update finally went through. Intel Labs should really consider permanently upgrading the BIOS being built into the machine before shipping, this seems like a gigantic screw up.

Can you give a little detail, how did it work? Did you follow the same steps you wrote, when you removed the jumper? Did it just - somehow - act differently this time?
