What we provided above is a suggestion but I cannot guarantee that this can be fixed because we don’t know if it is an issue with the NUC or other component you have.
I can see that you have tested different HDMI, any other troubleshooting that you have performed?
For example, do you have another monitor that you can try?
Try reinstalling the latest graphics driver, you can download it here:
Do you have all drivers installed in your system, the chipset driver, the management engine etc?

Unplug and reconnect the HDMI cable and try changing your resolution and refresh rate.
Honestly, I have tested this unit plenty of time, I have not experience similar issues, and that’s why it is important to do troubleshooting to isolate the issue.
Are you using any adapter or you are connecting the HDMI from the NUC straight to the TV? If there is any adapter, it will be recommended to use straight connection.
Is there another power adapter that you can try if it is possible if not that is understandable.
