I suggest that you uninstall the existing driver, reboot and then install the latest driver (again). Since the Bluetooth capability is provided by the same piece of hardware, I would recommend that you include Bluetooth in the same process. That is, uninstall both the Wireless and Bluetooth drivers, reboot and then install the latest Wireless and Bluetooth driver packages (again).

Is there any exclamation mark in the device manager or it shows correctly installed? If there is an exclamation mark in device manager, I suggest you to follow N. Scott Pearson recommendation.

We load the Win10 IoT (OEM) OS.
This turns out to be an issue with Intel hardware and compatible Intel drivers.
We were using Win10IoT 64-bit. The .current version (19) drivers simply don't work and produce the weird error.
We loaded the Win10IoT 32-bit version and the issue is resolved.

Yes, we know about that driver. It is the one that does not work for 64-bit but does work for 32 bit.

What we support is Windows 10 IoT Enterprise. As seen on this page: https://www.microsoft.com/en-us/WindowsForBusiness/windows-iot, "Note that Windows 10 IoT Mobile is a binary equivalent to Windows 10 Mobile Enterprise".
I installed Windows 10 Enterprise x64 and was able to get the WIFI to work.
