had the same problem and here is how i got around it . it may sound dumb , but it was the only way to do so.
turn off nuc from the power button
unplug hdmi and keep keyboard plugged
turn it on and hold fn + f2 for 10 seconds
plug hdmi back - screen is not turning on don't worry
turn it back off from the power button
turn it back on while holding fn + f2

Hi,BeBo, I have the same problem failed display BIOS and Pre-windows boot screen. but from your suggestion, I don't understand "Fn+F2"key. Is there any "Fn" key on Windows Keyboard?? because I haven't use Windows for five years.
I don't have windows keyboard now, instead, I am using Mac USB keyboard, on which there is "Fn" key, so can I use Mac's keyboard when booting BIOS?

Fn is supposed to be on the bottom left side of your keyboard if you are using the latest apple wireless keyboard. If it didn't work try option+f2 or command+f2
