Please bear in mind that this processor is not unlock, it cannot be overclock. Even though you can overclock the processor, you will need to contact your system manufacturer.
The Intel® XTU gathers the information related to your system BIOS, if there is any way that you can overclock this processor is to your system BIOS.

I format my laptop and the processor was overclocked on 3,3gh is it still overclocked after the format?

Yes, it is still overclocked after the format, this is done under the BIOS level, and you are only erasing the HDD information.
