The processor you have works with Intel® HD Graphics 4000, the latest graphics version for that controller is 4425, please try that driver:
Also, you can try the following driver, it is version 4226:
I checked the documents you gave us, thank you very much for sharing that, but I did not see the model of the board.
What is the model of motherboard?
Did it work fine before?
If you are using a video card, what is the model of it?
Because in that case, when you use a video card, the graphics from the processor get disable, and the drivers needed are the ones that belongs to the video card itself.
Did you try a BIOS update?
Any questions, please let me know.
1. I will update drivers the onboard Graphics asap.. but I don't think that the problem, as it happens both onboard an card
2. My motherboard is a Z77 Extreme 4
3. GeForce GTX 950
4. Yes I've updated the Bios when I installed the GPU

Thank you very much for that information, yes, pretty much that is the only option left to try, but if it happens on the card too, then the problem might not be related to that.
I was doing further research on this matter, actually the Intel® Services Manager or Service Manager belongs to an Intel software called Intel® AppUp application, and the thing about that application is that is out of support since March 11th, 2014, so, at this point there is no documents or information about this feature.
Let me apologize for any inconvenience.
