I have just realized an important problem. "Intel Graphics Driver" causes screen tearing and performance problems. (Especially for latest games, Forza Horizon 3 etc.)
Problem is : https://www.youtube.com/watch?v=JW4t3b5pWlw https://www.youtube.com/watch?v=JW4t3b5pWlw (Watch after 1:40)
If i remove my Intel Graphics Driver with DDU,(Display Driver Uninstaller) problem does not exist anymore. But, if i install the Intel Graphics Driver, this problem is happening again.
i7-4710HQ (Latest)
GTX 970M (372.90 Latest)
8 GB DDR3 RAM
240GB SSD + 1TB HDD All drivers are updated. All settings are "Maximum performance"

Update: Disabling Intel GPU from device manager, fixes this problem. I think this problem is releated with Intel/Nvidia inconsistency.

Hi @Nebulaxis,
Can you check what is the load of the first core of the CPU when you play with igpu active ?
I don't have this game, but I think it is microsoft problem with CPU load balancing . I saw on videos that people fixed the problem by disabling game to run on core 0.

Core 0 was %100. This is known issue for Forza Horizon 3. Yes, i set the affinity (Unchecked the Core 0) but did not work.
My problem is not releated with CPU. Because disabling the Integrated Intel GPU fixes the problem. And also, this problem only occurs on 1080p. Other resolutions are working fine.

Well, I think it is still an error in windows on CPU load balancing, and another in directx (this is causing your problem). So still ms fault.
