Is your Windows 7 media the original RTM release or does it have Service Pack 1 in it?
You need Win7 SP1 slipstreamed into the media Slipstream Windows 7 SP1 into a Installation DVD or ISO File - Windows 7 Help Forums
What size is the SSD, 128GB?
It looks like it is seeing the drive fine, so I dont think you need to load the Intel SATA Rapid Storage Driver during setup.
It might help to ensure you have the latest BIOS, and set the BIOS to defaults.
The Windows 7 with SP1 ISO , I download from microsoft volume license service centre. I install with CD to other NUC or PC usually. But NUC6i5SYH its only have USB 3.0 , CD ISO was not USB3.0 driver included , therefore I need to mount the driver into boot.wim and install.wim & create bootable usb to install Windows 7.

There should be no difference between Slipstream Windows 7 SP1 and ISO Windows 7 SP1.
Are you installing 32bit or 64bit Windows?
32bit may have an issue with UEFI and GPT partitions.
Try disabling UEFI in the BIOS.
Try deleting the partition table on the SSD then install Windows in the unallocated space:
Press SHIFT F10 at the Windows Setup screen to open a command prompt.
Run DISKPART and clean the drive.
- Diskpart [ENTER]
- list disk [ENTER]
- select disk n ENTER (should be drive 0)
- clean [ENTER].
Reboot and run setup again.
It might be a SATA driver issue.
Download the Intel Rapid Storage driver, unzip it, and extract the F6 drivers.
Copy to a USB drive.
Click the "Load driver" button.
Browse to the F6 driver folder on the USB.
Other than that, all I can think of is the UEFI settings in the BIOS.
Try disabling UEFI and UEFI Legacy so it boots up in classic BIOS mode (CSM mode).
Have a look at this youtube video, they suggest a few things, including using a USB2 drive instead of a USB3 drive.

the problem solved and I am able to install Windows 7 on this way.
By the way , there's another question , after finish run the OS installation. I stuck on this page right now. Mouse and Keyboard not working.
