We are looking into the tool issue that you reported, the Warranty Online tool http://www.intel.com/content/www/us/en/support/warranty-center.html seems to be working okay and same for Chat http://www.intel.com/content/www/us/en/support/contact-support.html#@12 (agent availability may be limited), you can also use the Online Service Request tool.
