About CPU Package vs Core temps and high temps on Cinebench R15

Since I built my PC I didn´t realized why my cpu core temps are much lower than the package temps. Why is that? Also when I run Cinebench R15 with my i7-4790K at 4Ghz the temps are perfectly fine 66-70º at 1.064v, but when I run it at 4,4Ghz at 1,987v (set by the TB) my processor goes up to 82º. I´m on watercooling (h100i GTX)

I have checked your post and the processor temperatures do not appear to be causing any problem since the maximum processor temperature is 74.04°C, this will increase if the processor is running with turbo boost. As long as the computer won't shutdown by itself you are fine.

But 82-83 degree at nearly 1,2v at 4,4GHz (Stock) If that means the proccesor will go at 105 degree at 4,8Ghz at 1,32v. I swear is the thermal paste. I need to change it (after 7 months)

Thermal paste will only give you 1-2c difference if applied wrong also it last forever. I would check your h100i GTX, case fans, is the radiator getting warm, radiator fans.

May be the radiator, because my house actually has dust and the 350D doesn't come with a top filter mesh. But that dust can affect that much the performance of the radiator?

No the dust should not do a thing your radiator would get hot. Check your pump hoses for temperature.
