Brand new machine... ran fine for 2-3 weeks, came in the office the other morning and it was off. I tried starting it up, it immediately shut off then re-started. All fans are on etc but it does not POST or get to BIOS. ASUS and I thought it was the motherboard so I got a new motherboard (ASUS X99-A II) and it's doing the same thing. Any help? Buried in work with deadlines and I need it fixed asap.

My first step would be to try a known good power supply of the proper capacity.

Thanks Doc... It's a brand new PS... EVGA 1000G2. I'd have to go buy a different PS... is there a way of testing this one?

Brand new power supplies, like brand new processors, can be bad also.
Perhaps a PC repair shop has the ability to test the power supply.
Also, is the motherboard at the proper bios level for your processor?
Are ALL of the motherboard (and video card (if present)) power connectors plugged in?

OK, hate to have to wait until Monday, if I'm lucky... most shops won't even look at it for a couple of days.. :/
Yep, BIOS good Last time I was able to look at it. Everything connected properly.

If you have access to another processor that is supported on your board, you could try that.
You might even want to remove all devices (including disks, dvd, etc), all usb devices (except keyboard) and use only one memory stick, and see if the board will go to the bios with your processor. Test again with the other memory stick(s).
If the board has onboard video, and you are using a graphics card, I would remove the card also.
if the bare minimum does not go to the bios, then it is either the power supply or processor (since you have already tried a new board).

Unfortunately, I don't have access to another processor... wish I did.
I've limited everything except for one stick of RAM and the video card since the board doesn't have one.
All right, I'll see if I can get the PS tested and go from there.
The on board (ASUS X99-AII) numeric LEDs do not get off the 00 code if that helps.

Ok, you have gone to the minimum. The only other thing I might try is a different video card.
If not that, then either the PS or CPU is bad.

I checked with EVGA and did the "paper clip" test... is that enough of a test to confirm it's the CPU?

In my opinion, no. Shorting between pins 15 and 16 only turns the power supply on, There are a number of voltages on the 20/24 pin connector, and on the 4-pin connector that must be correct.
It does indicate that power supply is working, at some level.
At this point, testing another processor seems to be the path to take.

Went a bought another PS today and bench tested it... same results. Hopefully, there is some quick turnaround for the processor.

I did that yesterday to test my Be Quiet dark power pro 1200 Watt. I used a multi meter to verify the voltages at the connector leads for the P1 20/24 and the 4/8 and 8 pin connectors. In my case all voltages were above for the 3.3, 5 and 12 ranges by .1 volts at most.
I am stuck in a similar situation with the X99-E W/S USB 3.1 and the Intel core i7 Broadwell E 6850k. My computer will not turn on. All i get is a click of power for the fans to spin one full rotation and the Motherboard shuts down completely when the Qcode LED hits 00 meaning its not initialized =/
I have it stripped down to nothing but 1 Dimm and the CPU. I RMA the power supply and had the Motherboard sent into to be investigated at the ASUS repair facility. None of the replacements have worked...
