Since we haven’t test the skull canyon with this Razer Core; let me see what I can do for you.
Please make sure you are using latest BIOS version, 0041, and all windows updates.
I recommend you to follow the configuration steps of the Razer Core Master Guide

I have had quite a bit of experience using the Skull Canyon with a wide variety of TB3 devices. In my experience if you aren't seeing the pcie device in device manager after approving the device in the TB3 software prompt then it is likely that you may have a faulty Core.
Wanted to let you know that I Purchased an EVGA GeForce GTX 1060 SC and the Razer Core External GPU Box and linked it to my NUC6i7KYK.
Only problem I encountered was the need to download these three updates:
Razer_Synapse_Framework_V18.104.22.1681 – Razer’s Controller
Thunderbolt-3-Firmware-Update-Tool – Intel’s Driver for the TB3
TBT_Win7_8.1_10_64_22.214.171.124 – Another Intel update for the TB3
Minimal problems with the system. Seems to work better if I unplug the TB3 before I shut down and re-plug the TB3 after the computer is totally booted.
