This is possible. You can develop whatever web applications you like on top of Wind River Linux, similarly to how you would do it on top of any other Linux variant. There are many choices regarding frameworks:
Some packages are part of Wind River Linux 7 by default—such as the Apache2 HTTP server for example, while others that you may require—such as Apache’s Axis2—are not and would require you to add this to meet your needs should you choose that framework. Many languages, such as C/C++, java, php, ruby, and Python (to name a few) are part of the standard product as well.
