NUC6i7KYK has handshake/HDCP issues with Samsung TV

Many people have posted similar issues, but I don't see a firm answer, so I'm creating a new discussion.

In short, my NUC seems to have handshake/HDCP issues with my Samsung TV (model LN46A750R1FXZA). What seems to happen during startup/reboot/wake from sleep is my TV will show static and then go black. The only remedy is to turn on and off the TV or change the input and then change it back. I had an HP Desktop with an Nvidia graphics card plugged into the same TV with the same cable and never had an issue like this.

I just received and setup the NUC yesterday and ran the Intel Driver Update Utility, so I have the latest video drivers, as well as other drivers. I also updated the BIOS to the latest version and updated Windows 10 Pro with the anniversary update.

I saw a similar thread where someone had success with beta drivers from 6/24/16, but the drivers I have installed are later than those (7/25/16) and aren't beta.
