My PC randomly hang. What is the issue. Driver? Hardware?

Also, sometimes, when it hang, there is one pixel wide vertical red line on the left of the monitor from top to bottom.

I would like to note that I've run Intel Processor Diagnostic Tool 64 bit and found no problem.
