Have you tried it in the other slot? I had a card that would work in one slot but not the other even though the other slot was tested and working with another card. It got fixed after some Beta bios fixes.

yes i tried that but it gives me the same symtoms : no post, just a blinking underscore
you are right i will contact intel support as soon as possible
by the way, is it possible that my motherboard does not support PCI RAID controller ?
if so, will the problem will be the same with a PCI ATA controller ?
ps. where can i find beta bios? i updated to latest release but there make be a chance here.
Like PeterUK said i contacted Intel's support.
The DG31PR is not compatible with most PCI RAID controller because they both start at the same time, and there is no way of changing this via the BIOS.
No luck for me.
It is true that there is no validated list of raid controllers for Intel (R) Desktop Boards.
However, on some motherboards, one needs to make sure that the settings below is enabled in the bios.
Security >> Expansion Card Text Enabled
Apart from this, no luck my friend. Sometimes, even an intel (r) ethernet controller wont allow the board to boot with it.

I just bought an Intel DH55HC and a Startech expansion card that has the ITE IT8212F chipset and the only thing I get is a blinking cursor after the Intel BIOS post.
Has this problem been solved as of now? Is there a new "bios setting" that would allow the card to work?
I tested the same card on an Intel 865PERL and works fine; I wonder why it does not work on an intel DH55HC.
Any suggestions will be appreciated.
Sorry i can't help you as i gave up quite a long time ago.
I remember that i was told by Intel tech support that the issue was due to a southbridge limitation, i think...
Try update your BIOS if not done yet or ask directly to Intel tech support...

I already have the latest bios upgrade. Did install the card and got the same results. A black screen with a blinking cursor.
So not resolved yet.
To me, it seems Intel is still fighting to keep their position as a "mediocre" manufacturer of MOBOs.
How old is this problem? and it's still unresolved?
I don't think it is a problem stricto sensu, it is more of a restriction for chipsets without Intel Rapid/Matrix Storage Technology preventing them to use third-party RAID controller.
Unfortunately DH55HC use the H55 Express chipset (as DG31PR uses ICH7 southbridge) which do not support RAID management. It explain why your IT8212F card works on a 865PERL (with ICH5R) and hangs with a blinking cursor on POST on DH55HC.
So it is not a bug, it's a feature.
But if you haven't tried yet, contact Intel support via chat. They are more knowledgeable than me.
