Can't install Win2008 even using the internal USB 2.0 connection

In order to utilize the internal USB 2.0 connector, I purchased this item from amazon: https://www.amazon.com/gp/product/B017TDIHPU/ref=s9_simh_gw_g147_i1_r

I plugged it in and powered on the NUC. The keyboard and mouse worked in the BIOS and at POST.

BUT, when I tried installing and the Win2008 installation GUI appeared, STILL no keyboard or mouse! It's the same problem as if the keyboard/mouse were plugged into the USB 3.0 connectors!

There is no option in the BIOS (I am running the latest as of 8/8/2016, version 54) to turn off USB 3.0, there is only a USB Legacy checkbox which is checked (I tried it unchecked with the same result).

At my wits end with this device. I tried Windows Vista, 7, and 2008 R2, all had a problem. I need Windows 2008 on it.

      Any help is appreciated!
