The processor does, but the graphics are a question. I'd transition to 7 or Linux given that Microsoft drops support for Vista on April 11, 2017.
And it will definitely support Vista if you use a video card instead of on-chip graphics.

According to the supported operating system document, Supported Operating Systems for Intel® Graphics Products, this processor supports Windows 7, Windows 8, Windows 8.1 and Windows 10 only. You could try installing Windows Vista; however, there are no drivers available from our end.
The chart you referenced does not include a column for Vista, at all, even for processors which do support Vista, for example, 2nd Generation Core. And 6-series boards support both 2nd and 3rd Generation Core processors, with those boards supporting Vista, so I think 3rd Generation Core processors in general support Vista. Haswell, the next generation, is the question, but that chart won't give us the answer.

I believe that installing the operating system should not be a problem, the only thing that you have to bear in mind is that from our end there are no driver available for newer platforms and Windows® Vista.
