Hi evandromalmsteen,
Let's try uninstalling current driver version installed;
- Open the Device Manager.
- Find the Intel Graphics Driver.
- Right click Intel Graphics Driver and select Uninstall.
- Select the check box, delete the driver software for this device.
- Reboot the computer after the uninstalling process has finished.
Then try with this method, installing the generic driver manually.

If the event originated on another computer, the display information had to be saved with the event.

I formatted my computer again doing a fresh install clean making the whole process from the beginning, installed all the drivers again except the videos. I first installed the intel driver and then rebooted the computer after boot i installed the video driver from AMD, all without problems.
Installed the Intel driver and download time if you choose automatic, the even says to look for OEM and gives possibility to download, just manually choosing for processor model in these links:
https://downloadcenter.intel.com/pt-br/download/26078/Driver-de-Gr-fico-Intel-para-Windows-10-e-o-Windows-7-8-1-15-40-? product = 88196
Now all services start normally, before the follow service bellow don't started the service:
"Intel (R) Content Protection HDCP Service-enables communication with Content Protection HDCP HW | cplspcon "
*Now, this message below as a" noise "always alarming in the event viewer, but I saw directly impact yet.
Cannot find the description of event ID 0 in source "2.0.0.0 igfxCUIService". The component that raises this event is not installed on the local computer or the installation is damaged. You can install or repair the component on the local computer.

Hi Evandromalmsteen,
If you are still getting that error, after installing all latest drivers version; I recommend you to contact Dell support and report this issue. As you mentioned, "The driver of you works best because the service starts and only alarm the event posted earlier." Tell them that you tested with The Dell Update – Application, and with our generic driver and the issue persists.
Hope you can find a solution for this.
Regards,
Hellen.
