      How to repro

      Please provide steps to replicate the issue.  These steps are very crucial to finding the root cause and fix.
      A screenshot to illustrate the issue is a huge plus. A video of the failure is even better! Attach to the post or provide the YouTube link.

      1. Open Intel XTU, HWmonitor to monitor frequencies
      2. Start game ie Rocket League or CS:GO
      3. Low performance, about 30% of normal
      4. Check log in HWMonitor, stuck on 200MHz.
      5. Same happens when executing stress test in Intel XTU
      6. Temperatures are normal 40-60C.

      I have tried a few different drivers but it doesn't seem to be the problem. Took a while before I realized the GPU was stuck on idle freq, 200MHz. I had no issues yesterday and it seems to have happened with out any software changes in my system. I'm running Windows 10 64bit. Usually I have 100-140fps in CS:GO but now I have around 35-45. Rocket League is also suffering even if I play on a low resolution. Ideas?
