After fresh Windows 10 install via USB, NUC6i7KYK says "No Boot Drive", but my M.2 SSD appears in Devices Tab

I installed a 250GB Samsung M.2 SSD in my new NUC6i7KYK.  I did a fresh install of Windows 10 via a USB stick.  It copied all of the files, then said it would restart to continue.

After the restart, it has no device to boot from, and says "Reboot and select proper boot device".  In the BIOS, it says "No Boot Drive":

But in the Devices tab of the BIOS, it shows that it can see my SSD:

In addition, Windows 10 just copied a ton of files to it.

I upgraded the BIOS to 0037, and it still fails.

I disabled legacy boot, and it still fails.

Why can't the BIOS boot from this M.2 SSD?

      Thanks.
