What memory are you using? What SSD/HDD/SSHD drive(s) are you using? What version of the USB 3.0 driver do you have installed?
Which connector are you plugging the camera into? Have you tried other connectors?

We will do some further research in order to find out what might be the reason why this is happening.
In the mean time, by any chance just for testing purposes, do you have another USB 3.0 Micro B cable that you can use, just to rule out a possible problem with the cable itself?
That is because it seems to be that the cable does not maintain the power, and that is why when you turn the NUC off, to start the power again, you need to disconnect and re-connect camera to make it work.
Also, the cameras most of the times have a drivers, did you install the driver of the camera?
Is this the camera you are using?

Just to let you know, there is a list of compatible devices for this the NUC6i5SYK NUC, the one you have is not showing, so, this also could be a compatibility problem.

I just test 3 ohter cables and one of them works properly.
