What is your motherboard, processor and monitor model?
Do you have the latest graphics driver installed? If not, try installing the latest version, you can download it here:
Before installing the driver uninstall the one you have installed, please see Uninstalling the Intel® Graphics Driver and Intel® Display HDMI/Audio Driver
Once the driver is uninstalled, you can go ahead and Manually Install an Intel® Graphics Driver in Windows® 10 & Windows 8* or Windows 8.1*
If the troubleshooting steps above does not solve the problem, are you able to use a straight connection preferable HDMI from your motherboard to the monitor/TV or perhaps DisplayPort on your motherboard to the monitor/TV?
