In regard to the problem with the Turbo Boost driver, let me ask you, before doing the Windows® re-installation, did you check with Lenovo directly to make sure that the version of windows installed is fully compatible with your laptop?
Some laptops are not fully compatible with some versions of Windows ®, so that could be the problem.
