I am able to change it from default 1150MHz in the UEFI or Intel Extreme Tuning utility (latest versions downloaded and checked for updates today), ASRock's A tuning utility, but when the 530 graphics are then stressed they will not exceed 1150MHz. I can reduce from 1150, not increase.
Motherboard new ASRock Z170 Extreme4, updated UEFI when I got it.
I would like to make the most out of half the die area on my 6700K that is for graphics

This behavior is expected due to the fact that is the Graphics Max Dynamic Frequency for this processor, any higher frequency would be OverClocking which is not supported from our side and could harm your unit.
