The Answer to the original question is: yes it does.
Go to: https://live.sysinternals.com/ live.sysinternals.com - /
and download the file know as: coreinfo.exe
Open up the "CMD" window in windows and enter in the CMD window the location of the saved file.
When the program runs it will a show lot of parameters of the CPU.
The next link will help getting it to work: http://iqspiral.com/index.php/2015/08/22/a-new-fix-cpu-not-compatible-with-windows-10/ http://iqspiral.com/index.php/2015/08/22/a-new-fix-cpu-not-compatible-with-windows-10/

The http://ark.intel.com/products/30784/Intel-Core2-Duo-Processor-E6750-4M-Cache-2_66-GHz-1333-MHz-FSB Intel® Core™2 Duo Processor E6750 (4M Cache, 2.66 GHz, 1333 MHz FSB) Specifications current status is End of Interactive Support, meaning that we have very limited resources available to support this product but let me give you some recommendations:
1. Ideally, the CPU supports CMPXCHG16b and PrefetchW instructions, this is also linked to the operating system. Windows 8.1 or newer should support these instructions.
2. LAHF/SAHF, it is not confirmed for this processor.
3. There is a third party tool from MS called coreinfo, which may help you identify if these instructions are supported on the E6750.
You can get SysInternals coreinfo.exe from TechNet*: https://technet.microsoft.com/en-us/sysinternals/cc835722.aspx Coreinfo
Run coreinfo > coreinfo.txt using administrator command line
I hope this helps,
Ronny G
