Try the OEM drivers from http://support.toshiba.com/drivers
Besides the graphics driver they also offer a "Toshiba System driver", sounds important.
There are also BIOS updates from March/April that might help.

Was your system working fine before and then failed or this is happening from the beginning?
Try uninstalling the driver, restart your system and install the latest Intel® driver
