micctrl: coprocessor driver not loaded or insufficient access

I try to run a Xeon Phi Coprocessor 7120P on a ASUS Z10PE-D16 WS2* LGA2011-v3 Dual Xenon Board under Windows 7 Pro. We have checked the PCI slot and the power connection. First we have installed mpss. When I am trying to run micctrl -s (as advised in the mpss readme) I got the message: "coprocessor driver not loaded or insufficient access"
