Laptop's visual is not smooth.Is it the cpu's Core graphics's problem?

Excuse me .I have some problems about my laptop 's Intel hd graphics 4600.My laptop 's visual effect is not smooth on windows10 and windows8.1.For example when i maximize or minimize a page or switch pages，It is not smooth.My laptop's specifications are enough，I7 4710HQ+860M+Intel HD GRAPHICS 4600.Any driver is the same.Is the graphics's problem?Shall i have a try to change the cpu?
