Dear Intel,
I was able to test the CPU. It would not surpass 1.20 ghz. Thermal throttling at 100%. Spoke to Evga and after many attempts to solve the issue they believe that the mother board was faulty. I will be receiving a replacement in a few days. Though I am still concerned that it was thermal throttling even though multiple programs showed that temps were no higher than 33* Celsius. Does the processor determine shutoff, limp mode, when temps go beyond said point?

Yes, the processor shuts itself down when getting higher temperatures, actually more than 70C.
