Please run the Intel® Processor Diagnostic Tool and let me know how many physical cores and logical cores you can see on system information. I will appreciate if you can post a picture of it.
And you’re right you are supposed to see 4 cores and 8 logical cores, you can see the specifications for your processor at:
Open Windows' System Configuration (press the Windows key + r, which brings up the 'Run' dialog; enter 'msconfig' there and hit 'Run' or press <Enter>), navigate to the 'Boot' tab, click 'Advanced Options', and in the upper left corner of the dialog, uncheck the 'Number of processors' option, then close the dialog and reboot. This should force Windows to utilize all available cores.
If that option is already unchecked, read this thread for troubleshooting the issue.
