shutdown /r from a command prompt will restart the machine.
for remote access try VNC, or LogMein, or Splashtop.

In addition to cwizardtx's answer which is very helpful, please keep in mind the capabilities of the software that you are using to access the device remotely or will be used, this is to check if the software is able to start the remote connection without anything to be started first in the system directly (after restart).
