my cpu is 100% thermal throttling all the time at a max of 800 MHz but it's only at around 50 degrees.
I have an acer aspire v5-572-6872

Have you checked for malware?
The processor based frequency should be 1.8Ghz. Try access BIOS and disable Enhanced Intel® SpeedStep® Technology (EIST). If possible please send screen shots or picture where you are measuring thermal throttle.

my bios doesn't have that option.
and i measured thermal throttling in intel extreme tuning utility
