I have the BIOS set to control fan speed. Lowest fan speed is set to "SLOW" instead of "OFF". Number of header pins is set to 3 instead of 4. The front and aux fan headers are not supplying enough voltage to spin up my two 140mm Noctua fans. This is a known issue with Noctua (see URL below). I have also reported it to Intel Customer Support and they dont seem to think its a problem (just turn BIOS fan control OFF), but I told them the fans are too loud if the BIOS does not control them (defeating the purpose of quiet computing).
I will let you all know when I hear back from Intel.
Just so you know, the Intel rep I contacted about this would not escalate. He said there is nothing wrong with the BIOS and it was a problem with my fans. He said it is impossible to increase the voltage through the BIOS. /sigh
He also said no one else has reported this issue.
