Do you have the latest BIOS installed on your system by any chance?
If you disable the Intel® Turbo Boost in the BIOS do you get the same problem?

When i disable it crashes stoped.

district9prawn Sep 19, 2017 10:37 PM (in response to igmamama)I had the same problem on my 7820x and MSI gaming pro carbon board. FPS would drop markedly in games by more than half and there would be terrible stuttering. CPU usage and GPU usage would be very low while this was happening. Disabling turbo boost 3.0 through the intel utility fixes the problem immediately. Enabling causes the stutter to reappear.

- Are all the games tested affected?
- Have you tested different in-game settings to see if something changes?

With this information, we would have a better understanding of the scenario faced and then continue with the assistance.

Download the tool, scan the system, export the report, attach it to your answer.

Although it is a different problem to yours, but your stutterning game experience may be caused by the same problem. System instability caused by a too low Vcore setting.

I had the same issue, before I did disable the Turbo Boost 3.0. I am not a heavy gamer, so I felt this issue only on two games out of four - Battlefield 1 (felt a bit of stutter) and Mafia 3 (running it @1440p mostly it was around 90 FPS everything maxed out, but once in few seconds (3 - 6 s) there were massive FPS drops - to 50, 30 and sometimes even 10 FPS's that was creating a very noticeable stuttering). On the other hand Doom was running fine.
My PC specs:
CPU: Intel® Core™ i7-7820X (default - not overclocked)
MOBO: ASUS Prime X299-Deluxe LGA 2066 Intel X299
RAM: 32GB G.SKILL TridentZ RGB - 3200 MHz
VIDEO: ASUS ROG Strix GeForce GTX 1080 Ti
CPU Cooling: Hydro Series™ H110i GT 280mm Extreme Performance
PSU: Corsair AX860i
BIOS: Version 0802
As mentioned above, after disabling Turbo Boost 3.0 the problem was gone.
So my question is what is the root cause of this issue and why it is not addressed on so many manufacturers devices??! Is this a BIOS problem - but then the question why this problem is common not only for ASUS mobos, but also seen comments related to MSI?
If this is something from Intel, then again why this is not investigated properly and sorted out? The oldest comments I've seen involves even the previous platform X99 (https://forums.aida64.com/topic/3643-aida64-with-logitech-g15-support-sttutering-game-asus-x99-deluxe-ii-i7-6850k/?do=findComment&comment=16709), so this is something that is already having some history and is not introduced recently, e.g. with only X299 platform?
