Microsoft's updates have been horrible; chock full of bugs and incompatibilities. I have seen cases where MS' upgrade engines remove files that they shouldn't, disaffecting driver and application operation. Since the latest update - the Anniversary build (1607) installs as an upgrade, rather than an update, it is just as bad an any of them.
I suggest that you go to the downloads page for your ICS (here: Downloads for Intel® Compute Stick STK2mv64CC) and download and manually reinstall all drivers. In some cases (Bluetooth seems to be one of them) an over-install may not work; you need to uninstall the existing driver, reboot and then install the downloaded driver. If you get a message saying a newer driver is already present, ignore this message and install the one that you downloaded (they are the ones formally validated with/for this ICS).

Please try to uninstall your current driver, and install the one listed on the previous link.
