DN2800MT powers on usb devices when plugged in before pressing power button

We're using the DN2800MT for an embedded application and a problem we're having is that the mother board will provide power to connected usb devices when initially plugged in, before pressing the power button.  This behavior is different when compared to the powered off state after a shutdown.  In this case all usb devices are powered off, as expected.  We plan to use the usb power as a shutdown signal to our embedded boards connected over usb.  I can't seem to find any setting to change this behavior in the bios.  Any help would be extremely appreciated.
