This behavior may be related to Fast Boot in your system:
One thing I would like to check is, what happens if instead of pressing F2 when prompted, you start tapping the F8 key?
I'm afraid Fast Boot is not an option, Fast Boot in BIOS is disabled (not checked). Also I've tried several times since num-lock is on tapping the F8 key, but boot continues with keyboard and mouse inoperative.
In some boot programs like Seagate's DiskWizard the keyboard and mouse don´t work, because of that I can't use it.
Can you provide the full model of the keyboard and mouse you are testing with? Are these USB 2.0 or USB 3.0 devices?
Were they working during the operating system installation? Did they ever worked with a previous BIOS version? Or have you tested other USB ports in the system?
Is there a USB front panel connected? If so, is there any difference if you test the system with this device disconnected?
