DP67BG board won't POST/boot and no video "00" status code

I recently just purchased 4 pieces of new computer hardware and installed them all at once, now the computer won't boot. I've narrowed it down the motherboard or processor. The new hardware I bought is:

 

Intel BOXDP67BGB3 LGA 1155 Intel P67 SATA 6Gb/s USB 3.0 ATX Intel Motherboard

Intel Core i7-2600 Sandy Bridge 3.4GHz (3.8GHz Turbo Boost) LGA 1155 95W Quad-Core Desktop Processor Intel HD Graphics 2000 BX80623I72600

HIS IceQ X Turbo H695QNT2G2M Radeon HD 6950 2GB 256-bit GDDR5 PCI Express 2.1 x16 HDCP Ready CrossFireX Support Video Card with Eyefinity

CORSAIR Vengeance 8GB (2 x 4GB) 240-Pin DDR3 SDRAM DDR3 1600 (PC3 12800) Desktop Memory Model CMZ8GX3M2A1600C9B

 

The other hardware I have is:

 

650w power supply (new as of two weeks ago)

2TB hard drive (new as of two weeks ago and working)


The problem I'm having with this motherboard is that every time I turn the power on, the motherboard LED code always says "00" and never moves from there. There's also never a beep code and I receive no video to the monitors. I've worked through every possible no-boot tutorial, including Intel's own. Every power cable, SATA cable, pins, etc. are connected correctly. I'm wondering if this is a workable issue or if I should return the card to Newegg? I noticed that a similar issue has been happening with other models of Intel motherboards by browsing these boards too so it sounds like their issue.
