Yes...the flaw surfaces over time and voltage is defenitely a factor.
When I bought the PC, i got it with a 600w SMPS. over time, the chipset problem surfaced and had boot issues(both with HDD and DVD roms).
Than i replaced the 600w smps with a 400w. Then the HDD seems to be working fine and booted normally. Though, i could use only the two 3gbps SATA ports.
Recommendation: Throw the damn mobo on intel's face and get a refund.

Intel already fixed this issue with all models.
If any customer is having the board which is having this issue, they can replace the same from Intel.
If you are using chipset board, replace the same from vendor.
