PSU :Seasonic 400 Fanless
If I unplug computer from wall outlet for a day+ I experience the following problem:
1) when I plug PSU on, mobo is still off. but LED2 (attached image) is turned on, and board does not boot when pressing power button. (normally this LED should not be on when motherboard off)
2) turning off/on PSU switch for a second fixes this. also can be fixed by holding power button for 5 seconds.
seems I experience this problem from the day I bought the board.
also -
1) bios 2040
2) on the photo you see that LED2 is on but two-digit POST indicator is off, this means LED2 on when the board is off, i belive.

What is 'After power failure' set to in bios [power menu]? If anything other than 'stay off', try setting it to stay off and see what happens.
I already tried "stay off" and "previous state". Does not help.
I take it that shutdown and power button work fine and the green led goes out at shutdown, if the power to the psu is not turned off?

yes, I tried use "power" button on motherboard, instead of chasis button. same result.

yes, exactly.
Seems problem gone (but I am not 100% sure), since the moment when I added acpi=force into grub config (Linux). So incorrect shutdown of Ubuntu Linux could be cause of that issue.
