hi Yups.
Have you tried http://catalog.update.microsoft.com/v7/site/Search.aspx?q=9.17.10.2736 Intel HD Graphics driver v9.17.10.2736 on HD Graphics 4000 hardware?

I was unable to install this driver on Win 7, disk install method didn't work. However, there is a newer 9.17.10 driver with build number 2747 I tested already.

same here, v9.17.10.2736 was an epic fail on my Win7 x64 machine (I guess it's for Win8 beta only).
however, a new one (9.17.10.2753) has just came out on the Toshiba site. Links to get them are mentioned somewhere on the Laptopvideo2go forum.

I have updated my audo driver a day ago and noticed this gave me slightly higher fps in some of the benchmarks. I can't bench and add driver 2753. I think I have to start from scratch with my base 2696 and newest 8.15.10 and 9.17.10 drivers.

bummer man. you do know that 9.17.10.2753 is newer than 9.17.10.2747, right?
and you did not say in your very first post whether if you are using a 32bit or 64bit version of Windows 7 SP1.
I installed the 2753 driver on my Win7 x64 computer and it worked fine. Plus the 8.15.10.2761 driver is only available for 64bit editions of Windows and not for 32bit editions of Windows as I've recently checked myself.
And there was those 8.15.10.2712 drivers that Intel had previously mentioned on their web site but the 2712 driver downloads were password-protected when they first came out in early April 2012 for a few weeks and near the end of April, the 2712 driver downloads became available password-free. But Intel scrapped the 2712 driver downloads off their web site in late May. http://download.gigabyte.us/FileList/Driver/nb-driver-p2542g-win7-64bit-vga-intel-8.15.10.2712.zip Gigabyte has a copy of the 2712 drivers for x64 editions of Windows.
BTW - here are the direct links to those 2753 drivers from Toshiba: (http://cdgenp01.csd.toshiba.com/content/support/downloads/TC00453000D.exe 32bit Win7/Win8) (http://cdgenp01.csd.toshiba.com/content/support/downloads/TC00453100D.exe 64bit Win7/Win8)

I'm using the x64 version of Win 7. Yes I know that all, there is also a 2725 (Ultrabook launch driver) I could test but I see no reason for it to be honest. I will start with re-test very soon with 1-2 more games. The launch driver 2696 and newest 8.15./9.17 drivers will be enough for the moment. Unfortunately there is no demo or trial for some popular games like Skyrim, Diablo 3, BF3 and I don't have the full game.

Everything retested (10 hours of work!). I concentrated my test on the last three official drivers and the newest one.
Added 8.15.10.2778.

Thank you for performing these benchmarks; I really hope Intel puts out a newer driver this quarter to fix all the regressions made in the .28 series.

Far Cry 2 and Half-Life 2 suffer from the low clock Bug, Turbo mode isn't used for some reason. Interestingly even with 2761 the GPU clocks with just 1000 Mhz according to GPUz in Far Cry 2.
8.15.10.2761 Far Cry 2:

It clocks mostly with just 650 Mhz. Please note that the i5-3570K HD4000 should run with 1150 Mhz. My whole system consumes just 50-55 watts while running this Benchmark with some drops down to 40W. TDP limit can't be the problem.
