Welcome to the Forum Mohammed, and Yes this last BIOS didn't work to Overcloking, by BIOS or Windows.
There is alot post about it, I hope that Intel saw it 
Intel will see experiment and not experience. 
I Downgrade BIOS to 2040 by this guide

the ( Recovery with CD-ROM ) method worked for me
OC to 4.5 - tested with prim95 all looks good
