Check that your os in a cd disk and not dvd. Next check in the bios if you enable to boot through usb device and boot it first.
I found the problem but not a solution yet.
The USB ports are not working correctly until an O/S has been installed so it is possible to install the drivers for the USB ports.
That pretty much means that no USB device will work until an O/S is installed. I verified that condition because a USB mouse will not work during the initial O/S install.
The BIOS does "see" the TEAC CD-ROM drive which leads me to believe that it is indeed a BIOS problem.
I don't know why but I would guess that it is a problem with the BIOS.
