Core 2 Quad Q9300 operating at 32 Bit

I am pretty sure that my Core 2 Quad Q9300 is 64 Bit Capable, but came from Dell as 32 Bit. Op Sys is Vista but I am migration to W7 soon. What is the process to change to 64 Bit as I transition to W7? Also any drawbacks?

I would like to add more than 4gb of RAM,

I have the Core 2 Quad Q6700 and was also using Vista 32 bit. When I switched to Win 7 64 bit, all I did was formatt the drive and do a complete install.

That part worked wonderfully, I am however having other problems that I have been unable to resolve (such as video quality for the onboard video).
