I recommend you first checking what service did you installed on your system, there are several service providers and depending on that, the contact information might change. There are multiple recovery scenarios that Intel has posted on their website that can help you to fix your issue, those can be found at :

However my recommendation at this point is to contact the support line for the Intel Antitheft service . The contact phone numbers can be found here

Also there is another service provider that is Best buy so if you got your PC from Best Buy I would recommend to contact the PC theft defense service that they have.
Please make sure when you call to have the email address and phone number that you used to enroll the system when you bought the computer as that information is required to track your account.
