You seem to be using Photoshop. I'm not 100% sure but it seems that you have opengl plugin (of Photoshop) missing. Re-installing might help in that case.

OpenGL is supported by the 82945G Express Chipset Family. Please check that your application is installed correctly and has the latest patches and updates. Also, please check to see if you have the latest Intel graphics driver installed. It can be found here:

Yes it supports OpenGL 1.4. Please see the following from http://www.intel.com/support/graphics/intel945g/sb/CS-021392.htm :

The Intel® 82945G Express Chipset Family supports hardware acceleration of OpenGL* applications in 16-bit and 32-bit color depths. OpenGL* 1.4 plus ARB_vertex_buffer and EXT_shadow_funcs extensions and TexEnv shader caching is the latest version currently supported by the Intel® Graphics Media Accelerator Drivers. Drivers that come with Windows* or that are downloaded from Windows* Update typically do not support OpenGL*. For optimal performance of OpenGL applications, install the latest graphics drivers from Intel. Also, exit any running background applications, such as virus scanners, NetMeeting* or any programs that run in the task bar.

I am having problems with Intel 945GM and OpenGL 2.0 

I can not get OpenGL 2.0 programs to run...
I am using a HP Mini 110-1100 Netbook with Windows7 Starter

Your IGPs is not supported for OpenGL acceleration in Adobe products, because they require OpenGL version 2.0 support, look at Photoshop Help | GPU, OpenGL support | Photoshop CS4, CS5 . You have no ways to force them work - old IGPs lack HW capabilities required, especially true VS&PS shader model support. Practically, only HD graphics line IGPs have both enough technological level and 'muscles' for such tasks, HD3000/4000 even with HW support needed have very bad driver support and too little raw GPU powers.
