Question on startup speed with Intel Rapid Start (USB devices)

Hi,

I've got a new PC and I've setup Intel Rapid Start. Resume does not work as fast as advertised, but ok, it was an ad anyway I own a mainboard with a Z77 chipset (not an Intel mainboard though, it's from Gigabyte). I get the Windows 7 logon screen after about ~20 seconds. The problem(?) I have is that when I get to the logon screen Windows 7 seems to re-scan (not sure sure about that) the USB bus. So I have to wait another ~25 seconds until I can use my USB mouse/USB keyboard to actually unlock and start using Windows again. Is this the expected behavior or should devices like a USB mouse actually work as soon as the logon screen is visible?
